would need to be made that would impact "real" people if in re-evaluating <br />the positions in two years, it was determined that the department couldn't <br />substantiate cost savings. <br />Councilmember Ihlan moved a friendly amendment to the motion, making a <br />condition of approval contingent upon resolution of the double pension <br />benefit issue and renewal of the fixed term positions; with action taken to <br />eliminate double pension benefits for full-time firefighters within a specific <br />time frame, suggested within the next 2-3 months. <br />Councilmember Pust encouraged, for the record, that the Chief be required <br />to provide written support, and use his power of persuasion to seek by-law <br />amendments within the next three months; with her recommendation to <br />table action until such time as the procedural aspects were clarified. <br />Discussion ensued regarding the procedure for moving a vote of the Relief <br />Association forward; regular meeting schedule and projected attendance at <br />the annual Relief Association meeting held in January; and the Chiefs <br />assurance that he would bring forward the request at the next meeting of <br />the membership. <br />Ihlan moved, Klausing seconded, an amendment to the original motion that <br />the Fire Chief would take action within the next three months to propose a <br />by law revision to address the double pension benefit, to be voted on at the <br />next membership meeting of the Firefighters Relief Association. <br />Roll Call [Amendment] <br />Ayes: Ihlan; Pust; Kough; and Klausing. <br />Nays: Maschka. <br />Councilmember Maschka spoke against the motion, opining that hiring of <br />another full-time supervisor was redundant when the department currently <br />had both a full-time Fire Chief and Assistant Fire Chief. <br />Discussion ensued regarding administration functions of the department; <br />Fire Chiefs supervision and response at incident scenes; average number <br />of calls annually (371); daily operations and workload; writing and <br />administering policies and procedures; attending meetings with regional <br />fire departments; FEMA training; and post 9/11 preparedness and <br />emergency planning. <br />Councilmember Ihlan spoke in support of the motion; and provided her <br />rationale that while the part-time model was working well for evening and <br />weekend coverage, difficulties in staffing day-time shifts remained <br />problematic. Councilmember Ihlan opined that it was important to maintain <br />reasonable and effective response times during daytime hours for public <br />safety expectations of the citizens and visitors to Roseville. <br />Councilmember Pust sought assurances from Chief Gasaway that all part- <br />time department staffwas eligible to apply for the full-time positions; and <br />that the internal hiring process would be fair and open. <br />Chief Gasaway assured Councilmembers that the application process <br />would be a fair and open process. <br />Councilmember Kough questioned why the supervisor position was <br />
