City Council Regular Meeting — 09/11/06 <br />DRAFT Minutes - Page 3 <br />personal opinion, Mr. Kysylyczyn was taking the quoted <br />sentence out of context of the entire letter; and further noted <br />that more information had been provided to the City Council <br />than the mere facts quoted by Mr. Kysylyczyn. <br />Mr. Kysylyczyn concurred that the letter went into more <br />detail; however, suggested that it the City Council wanted to <br />maintain their innocence, they call for a public hearing, air <br />the letter publicly, and discuss their actions publicly. <br />B. Joe Scheunemann, 697 Emerald Ridge <br />Mr. Scheunemann reiterated comments from previous <br />meetings regarding his concern that the City of Roseville <br />lacked a quality Fire and Rescue Department available to <br />respond to ambulance calls, rather than the current service of <br />Allina, given his concern for their response times. <br />Mr. Scheunemann expressed his frustration with lack of City <br />Council comm�n� to his concerns; disappointment that no <br />one was taking the initiative to investigate the current <br />provider; and apparent reliance on the recent League of <br />Women Voter's report on the City's Fire Department and <br />Allina's response times. <br />Councilmember Kough emphasized to Mr. Scheunemann that <br />the action needed to start in the legislature; explained the area <br />service response areas; and current prohibitions the Fire <br />Department was working under until that legislation was <br />changed. <br />Mr. Scheunemann emphasized his concern, noting that it was <br />a matter of life and death, and became very personal to <br />someone experiencing an emergency and the quickest <br />response time available. <br />C. Sandy Winegarden, 572 Sextant <br />Ms. Winegarden spoke from her perspective as parent of a <br />Roseville Firefighter; speaking for the wonderful services <br />provided by the Fire Department, and his enthusiasm of the <br />wonderful training provided by the Fire Department <br />compared with other volunteer departments.
