Then, the City has an opportunity to acquire the <br />�r�p��t}r at either fair market value or through� a p��+1G� use deed by �fn���#�n� the <br />application for the Conveyance of Tax-Forfeited Land (attached form 962). State Statute <br />also indicates that the City has 60 days from the date of notification to act on the parcel. <br />There is currently a parcel that is located adjacent to the Legion Baseball Field that has <br />been forfeited to the State of Minnesota for non-payment of real estate taxes. The <br />parcel is very desirable to the City due to its proximity to Roseville Central Park and the <br />Legion Baseball Field. Specifically there are stormwater and drainage issues in the area <br />that are causing serious erosion concerns on the ballfield. This parcel will provide the <br />space (not the financial resources) to manage the stormwater in this area. <br />The preferred method of acquisition for this parcel is through a public "use deed". The <br />60 day rule began on August 31, 2006 and will expire October 30,2006. <br />The process required to acquire the property through a public use deed is to adopt a <br />resolution indicating the desire to acquire the property for a public use and pay the <br />necessary application fees, which in this case is $52.70. <br />Attached is a letter from Ramsey County; a map indicating the location of the property; <br />a copy of the application for the Conveyance of Tax-Forfeited Land (attached form 962); <br />and a proposed resolution. <br />POLICY <br />Minnesota Statute requires that Ramsey County notify the city in which tax forfeited <br />properties exist. The City has 60 days from notification to respond on the parcel. <br />FINANCIAL IMPLICATIONS <br />The cost to acquire this parcel by a public use deed is $52.70 and the funds are <br />proposed to be taken from the Parks and Recreation Fund. <br />
