determined that a lot size and shape for Parcel "B", if granted, will not alter <br />the essential character of the locality, nor adversely affect the public health, <br />safety, or general welfare, of the city or adjacent properties. <br />�_Ih RECOMMENDATIONS: <br />�� .1 The Community Develop�nent Staff recommends: <br />A. approval of a 892 s.f lot size variance to Section 1004.016 (Residential <br />Dimensional Requirements) for new Parcel "I3". <br />B. approval of a minor subdivision to allow the creation of one substandard <br />residentialparcel for property located at 1822 Dale Court. <br />The recommendations are based on the iindings in Section 5 of the project report dated August 3, <br />2005 and the following conditions: <br />a. The City policy is to require payment of t�e Metro Area Sewer Availability Charge <br />(SAC) upon the issuance of a building permit. In this case, a$1,500 SAC fee is <br />required and will be collected with the issuance of a building permit for Parcel'B". <br />b. The applicant must record thc two lot minor subdivision survey within 60 days <br />after the approval of the City Council. Public utility and drainage easements of 5 <br />feet are required on the sides and rear lot line. <br />c. For Parcel `B", the applicant must apply for and receive a Dale Court driveway <br />access permit from the Roseville Public Works Director prior to issuance of any <br />building or grading permit. The existing looped driveway must be removed as part <br />of the building pez�aait, or the owner of Parcel B must provide an access easement <br />for continued use of th� driveway by the owner of Parcel A. It the looped drive is <br />to remain, the access easement must be submitted as part ofthe building permit <br />application. <br />d. A grading plan, soil borings, and the survey ("B" above) illustrating lot lines and <br />house setbacks must be submitted with the building permit application. <br />e. Within thirty (30) days after approval by the City Council, the applicant shall <br />supply the final survey to the Community Development Director for review and <br />approval. A certificate of survey shall be required on all proposed parcels. After <br />completion of the review and approval by the City Manager, the survey shall be <br />recorded by the applicant with the Ramsey County Recorder within sixty (60) <br />days.
