City Council Regular Meeting — 09/25/06 <br />DRAFT Minutes - Page 23 <br />with their respective terms ending March 31, 2009; Melissa M. <br />We�don (1815 Dale �ou�t} and David Apolloni (1686 Lydia <br />Avenue W), with their respective terms ending March 31, 2008; <br />and �.uAnne Kinney Pederson (969 Lydia Drive), with her term <br />ending March 31,2007. <br />Roll C all <br />Ayes: Maschlca; Ihlan; Kough; Pust and Klausing. <br />Nays: None. <br />1�� Twin Lakes Alternative Urban Area-wide Review Update <br />(AUAR) Update <br />Community Development Director John Starlc reviewed the <br />background and requested action for Council approval of a <br />contract with DSU to complete the Alternative Urban Area-wide <br />Review (AUAR) Update for the Twin Lakes Redevelopment <br />Area. Mr. Stark provided staffs interpretation that an updated <br />AUAR is required to accommodate the level of development that <br />was anticipated when the AUAR was first completed in 2001, but <br />also to accommodate any known development proposals that may <br />have an impact on the site. <br />Staff recommended contracting with the firm, DSU, who had <br />performed the 2001 AUAR, and outlined their scope of worlc and <br />cost estimated for 2006 updating the process, in three phases: <br />Phase I: Define Development Scenarios and AUAR Scope <br />Phase 2: Prepare AUAR and Mitigation Plan <br />Phase 3: AUAR and Mitigation Plan Update Public Review <br />Process <br />Staff noted that DSU estimated the cost of the process to range <br />between $20 — 30,000, with an additional $2,000 for expenses <br />(i.e., printing of the draft documents for agency and public <br />review). <br />Discussion included funding for the update (future TIF funds <br />andlor Community Development Department fees); expiration of <br />the current AUAR after five years, requiring an update at this <br />time; preferences for as broad of a net as possible to include any <br />potential proposals or scenarios in the AUAR update; and <br />substantially higher costs pursuing a Request for Proposals (RFP) <br />from ��.s that would need to start from scratch, and not having <br />Twin Lakes AUAR <br />Update <br />
