City Council Regular Meeting— 09/25/06 <br />DRAFT Minutes ' Page 25 <br />1) TCE and other pollution (PCA said we needed a site <br />characterization — need environmental review so the City <br />can determine what kind of clean up is required and how to <br />achieve the highest standards); <br />2) Water quality of Langton Lake (needs to be addressed in <br />light of new water quality rules); and <br />3) Wildlife habitat in and near Langton Lake Park (need to be <br />recognized as environmentally significant). <br />13. Councilmember-Initiated Items from the Council Meeting of <br />September 18,2006 or Past Meetings <br />13.a Request of Councilmember Ihlan: Discussion of new <br />Bloomington Ordinance regarding Lot Size Standards, <br />and Tree Preservation <br />Councilmember Ihlan had included a sample ordinance <br />from the City of Bloomington regarding lot size standards <br />and tree preservation. Councilmember Ihlan requested <br />City Council discussion at a future Study Session. <br />Councilmember Ihlan noted that she had previously <br />provided a copy of a related sample ordinance from the <br />City of Shoreview. <br />Mayor Klausing supported discussion; and questioned <br />whether the Community Visioning process should review <br />the proposed ordinances in that context or whether staff <br />should be directed to review them further. <br />Councilmember Ihlan opined that the Community <br />Visioning process was not an appropriate place for review; <br />and renewed her intent to move that the City Council <br />consider a moratorium on subdivisions before additional <br />issues became apparent. <br />Mayor Klausing expressed concern that the election <br />season may not be an appropriate time for new initiatives. <br />Councilmember Ihlan opined that the Council needed to <br />discuss this issue immediately. <br />Cauncilmember- <br />Initiated Items <br />from Council <br />
