C�TY COUNCIL OF THE CITY OF ROSEVILLE <br />RESOLUTION NO. <br />WHEREAS, Mounds View School District 621 ("Mounds View") owns the real <br />property located at 2959 Hamline Avenue North in the City of Roseville, consisting of <br />approximately 33 acres (the "Property"); and <br />WHEREAS, soils and groundwater at the Property are currently contaminated; and <br />WHEREAS, Mounds View desires to clean up the existing contamination and sell the <br />Property to a developer who will construct new housing on the Prnpei-�y (the "Project"); and <br />WHEREAS, Mounds View needs assistance with the cost of investigating and cleaning <br />up the contamination and desires to seek such assistance through the Minnesota Department of <br />Employment and Economic Development's Contamination Investigation & RAP Development <br />Grant and Contamination Cleanup Grant programs, the Metropolitan Council's Metropolitan <br />Livable Communities Tax Base RevitalizationAccount, and Ramsey County's Environmental <br />Response Fund (collectively, the "Grant Programs"); and <br />WHEREAS, Mounds View has asked the City of Roseville to act as the legal sponsor for <br />the Project for purposes of submitting applicationsto the Grant Programs on November 1,2006 <br />(collectively, the "Grant Applications"); and <br />WHEREAS, the Project is consistent with the City of Roseville's comprehensive plan <br />for land use in the area; and <br />WHEREAS, cleanup and redevelopment of the Property will benefit residents of the <br />City of Roseville through remediation of existing contamination and increasing the tax base; and <br />WHEREAS, the City of Roseville has the legal authority to apply for financial <br />assistance, and has the institutional, managerial, and financial capability to ensure adequate <br />project administration; and <br />WHEREAS, the sources and amounts of the local match identified in the Grant <br />Applications are committed to the Project; and <br />WHEREAS, the City of Roseville has not violated any federal, state or local laws <br />pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or <br />corrupt practice; and <br />WHEREAS, the City of Roseville is a participant in the Livable Communities Act's <br />Housing Incentives Program for 2006 as determined by the Metropolitan Council, and is <br />therefore eligible to make application for funds under the Tax Base Revitalization Account; and <br />WHEREAS, the Proj ect meets the Tax Base Revitalization Account's purposes and <br />criteria; <br />
