�R �� �' <br />�(CITY OF ROSEVZLLE LETTERHEADJ <br />November 1,2006 <br />Ramsey County <br />Mary Lou Egan <br />Community & Economic Development <br />250 Couithouse, 15 West Kellogg Blvd <br />St. Paul, MN 55102 <br />RE: Environmental Response Fund Application <br />Dear Mary Lou, <br />Enclosed please find the Ramsey County Environmental Response F�nd Application <br />along with the Department of Employment and Economic Development contamination <br />Cleanup Grant Application and the Metropolitan Council Tax Base Revitalization <br />Account Grant Application. <br />This projectis designed for a 332 acre site currently owned by Mounds View <br />Independent School District 621. On the site sits an abandoned building that has been <br />used as a barn, a horse stable, Catholic Digest headquarters, and, most recently, <br />administrative space for the Mounds View Public Schools. The building sits on soil and <br />groundwater that is contaminated with tetrachloroethene (PCE). The cost to cleanup the <br />site is approaching a$2 million estimate, but the site is worth less than $500,000 even if <br />it were not contaminated. Unless the school district can receive funding to clean up the <br />contamination, it will have no choice but to let the building continue to sit vacant. <br />The school district has four�d developers willing to buy the site and build eleven single <br />family homes in the heart of a residential neighborhood. The school district is requesting <br />funding to help with the cleanup of the site, the bulk of which has been requested from <br />DEED and Met Council. The school district is asking Ramsey County for a grant from <br />the Environmental Response Fund to offset its required match for the DEED funding. <br />The school district has been working with the MinnesotaPollution Control Agency to <br />develop a comprehensive Response Action Plan (RAP) for the site. The RAP is designed <br />to clean up the site to residential standards. The RAP involves soil removal, groundwater <br />remediation, and an aggressive soil vapor extraction system to insure the safety of the <br />entire neighborhood. <br />The development and cleanup plans for this site are consistent with the Environmental <br />Response Fund priority to revitalize blighted areas of a Ramsey County neighborhood <br />and provide affordable housing.
