City Council Regular Meeting —1D/0910� DRAFT Minutes - Page 26 Mayor Klausing suggested additional policy discussion and possible funding mechanisms as a separate discussion from the We�twood Village I request and Public Hearing. Staff was directed to provide an initial report on the statute and how it worked prior to the Westwood Village I discussion. Further discussion included additional time for Council policy discussion; proceeding with the Public Hearing for Westwood Village I to allow staff to initiate inspections and other components of the process, without City commitment to the financing by that step; and differentiating the relationship between this type of financing versus individual homeowner loan programs. Councilmember Pust asked staff to provide sufficient information at the Public Hearing that the taxpayers in this complex were average in paying taxes on time, and the City would not be risking public monies by financing a project that included a high percentage of unpaid taxes. Ms. Bennett advised that income was specifically addressed in State statute; however, it didn't recommend criteria, but she suggested use of an anonymous form to obtain that information. CouncilmemberPust opined that the use of public dollars risk-free and income criteria will be essential from her perspective in considering this request. Maschka moved, Kough seconded, acceptance of a petition from the Westwood Village I residents with the required number of signatures obtained; and scheduling a Public Hearing on November 13, 2006, to consider establishment of a Housing Improvement Area consisting of parcels encompassing Westwood Village I.
