City Council Regular Meeting —1D/0910� <br />DRAFT Minutes - Page 26 <br />Mayor Klausing suggested additional policy discussion and <br />possible funding mechanisms as a separate discussion from the <br />We�twood Village I request and Public Hearing. <br />Staff was directed to provide an initial report on the statute and <br />how it worked prior to the Westwood Village I discussion. <br />Further discussion included additional time for Council policy <br />discussion; proceeding with the Public Hearing for Westwood <br />Village I to allow staff to initiate inspections and other <br />components of the process, without City commitment to the <br />financing by that step; and differentiating the relationship between <br />this type of financing versus individual homeowner loan <br />programs. <br />Councilmember Pust asked staff to provide sufficient information <br />at the Public Hearing that the taxpayers in this complex were <br />average in paying taxes on time, and the City would not be risking <br />public monies by financing a project that included a high <br />percentage of unpaid taxes. <br />Ms. Bennett advised that income was specifically addressed in <br />State statute; however, it didn't recommend criteria, but she <br />suggested use of an anonymous form to obtain that information. <br />CouncilmemberPust opined that the use of public dollars risk-free <br />and income criteria will be essential from her perspective in <br />considering this request. <br />Maschka moved, Kough seconded, acceptance of a petition from <br />the Westwood Village I residents with the required number of <br />signatures obtained; and scheduling a Public Hearing on <br />November 13, 2006, to consider establishment of a Housing <br />Improvement Area consisting of parcels encompassing Westwood <br />Village I. <br />Roll Call <br />Ayes: Kough, Maschka; Ihlan; Pust and Klausing. <br />Nays: None. <br />10.
