Councilmember-Initiated Items from the Council Meeting of Councimember-
October 9— or past meetings Initiated Items
from the Council
7.a Request of Councilmember Maschka: Policy Meeting of October
Discussion on Lot Splits and Home Sizes
Councilmember Maschka opined that he would consider
discussing a moratorium on lot splits to allow time to
address issues and problems; and would support staffs
preparation of a"white paper" on what issues were
apparent, how other cities were dealing with those issues,
and alternatives for solution.
At the request of Mayor Klausing, Councilmember
Maschka identified some issues, including:
What is the necessary mass to use townhouses
versus single-family dwellings;
Economy of scale —are there some areas where it's
appropriate to have large lots, some areas where
small lots are appropriate, without a city-wide
restriction
Ways to preserve large lots;
■ Ways to not allow recombining small lots;
Councilmember Maschka opined that Mr. Stark had a
good working knowledge of the issues; and further opined
that something was wrong with the City's current lot split
issues.
Mayor Klausing recognized the existing tension, and the
flexibility required as a first-ring suburb, while not
overwhelming existing neighborhoods; unintended
consequences, policy objectives, and agreed that such an
ordinance may be a short-term solution. Mayor Klausing,
however, sought to have discussion prior to a moratorium
on what the problem was that the City was trying ia solve.
Councilmember ough arrived at this time, $:53 p.m.
9 — or past meetings
Cnuncilmember
Kough arrived at
this time, 8:53 p.m.
