REQUEST FOR COUNCIL ACTION <br />Department Approval: �lar+ <br />I�ern Description <br />BACKGROUND <br />� <br />Date: 11113106 <br />Itern No.: 3.d <br />Agenda Section: <br />Consent <br />Approval to A cc ept Department of Justice Bulletproof Vest Partnership Funds <br />The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998 (Public <br />Law 105-181) and reauthorized by the BVP Act of 2000 (Public Law 106-517), is a unique 11.5. Department of <br />Justice initiativedesigned to provide a critical resource to state and local law enforcement. <br />Since 1999, over 11,500 jurisdictions have participated in the BVP Program, with $118 million in federal funds <br />committed to support the purchase of an estimated 450,000 vests. The Office of Justice Programs' Bureau of <br />Justice Assistance (BJA) administers the BVP Program. <br />The police department has participated in this program since 2002. In 2006, the Roseville Police Department <br />applied for the next round of funding through the Bulletproof Vest Partnership initiative to cover the cost <br />bulletprapf vests purchased in 2005. <br />The Department was notified in October of 2006 that it had been awarded $4.167 through the BVP initiative. <br />PROPOSED ACTION <br />The police department is requesting that it be allowed to accept the $4,167 in BVP funding. These funds will <br />cover half the cost of the 2005 purchase of bulletproof vests. <br />FINANCIAL IMPLICATIONS <br />There is no match of city funds for monies allocated through the BVP initiative. Since the implementation <br />of the program, the Department has received a total of $23,543 in BVP initiative funds. <br />These funds, in conjunction with a$300 reimbursementthrough the Minnesota Department of Public Safety for <br />each vest the department has purchased since 1999, have allowed approximately $38,000 to be credited to the <br />city's general fund. <br />STAFF RECOMMENDATION <br />Allow the Roseville Police Department to accept the BVP funding <br />COUNCIL ACTION REQUESTED <br />Allow the Roseville Police Department to accept the BVP funding <br />
