The City Council of the City of Roseville does ordain: Section L Move Chapter 1017 Sexually Oriented Uses to Chapter 1019 Section 2. Chapter 1017 is hereby created as follows: 1017.01: PURPOSE: The purpose of this article is to control or eliminate soil erosion and sedimentationresulting frorn construction activity within the City. This article establishes standards and specificationsfor conservationpractices and planning activities that minimize soil erosion and sedimentation. 1017.02: SCOPE: Except as exempted by the definition of the term "land disturbance activity" in Section 1017.03, any person, state agency, or political subdivision thereof proposing land disturbance activity within the City shall apply to the City for the approval of the erosion and sedimentcontrol plan. No land shall be disturbed until the plan is approved by the City and conforms to the standards set forth in this article. 1017.03: DEFINITIONS: The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning: Certificate of Completion means final inspection of the site has been completed, temporary erosion control has been removed and the site has been fully restored. City of Roseville Erosion Control �peciftcations mean practices described in, but not limited to, the following manuals: • MinnesotaStormwaterManual • Minnesota Pollution ControlAgency'.s "Protecting Water �uaCity in Urban Areas"handbook • Ramsey County Erosion and Sediment Control Handbook Erosion means any process that wears away the surface of the land by the action of water, wind, ice, or gravity. Erosion can he accelerated by the activities of man and nature. Erosion and sediment controlplan means a document containing the requirements of Section 1017.04 that, when implemented, will prevent or minimize soil erosion on a parcel of land and off-site sediment damages.
