Special City Council Meeting —� Q13�106 <br />DRAFT Minutes - Page 2 <br />under data privacy practices and Open Meeting laws, it was <br />simply an attempt to ensure a reasonably responsible discussion <br />without the potential for inadvertent sharing of data; and to ensure <br />that no one could claim that an improper basis existed for <br />disqualifying them due to information outside their qualifications <br />for the position. <br />Councilmember Ihlan opined that the Council needed to review <br />the entire application to make a fair determination; and if the City <br />Council was not in agreement, a policy discussion needed to be <br />held before proceeding further'in the process. <br />Mr. Brull, of Personnel Decisions International, advised that <br />further redaction beyond names had been done deliberately at his <br />instruction for local candidates to remove any identifying <br />information to maintain the integrity of the process. Mr. Brull <br />advised that he had the original applications with him at the <br />meeting if the City Council preferred to review the originals. <br />Mayor Klausing questioned how the redacted information could <br />handicap Councilmembers from mal�ing a qualified decision. <br />Councilmember Ihlan opined that, from a point of fairness, full <br />applications as submitted by applicants should be reviewed and <br />when certain job history information is blociced out, she felt <br />handicapped in the process. <br />Mr. Brull noted that, in his 29 years of experience, he had <br />presented applications for review as submitted as well as redacted, <br />and redaction was done simply to protect candidates from <br />disclosure until they reached final candidate status. <br />Mayor Klausing opined that he felt able to fairly evaluate <br />applications from the information before him; but offered to <br />recess for time for Councilmember Ihlan, and any other <br />Councilmembers, to review original applications. <br />CouncilmemberIhlan requested a brief recess. <br />Recess Recess <br />Mayor Klausing recessed the meeting at approximately 4:15 p.m. <br />
