Councilmember Ihlan opined that the Council needed to review the entire application to make a fair determination; and if the City Council was not in agreement, a policy discussion needed to be held before proceeding further'in the process. Mr. Brull, of Personnel Decisions International, advised that further redaction beyond names had been done deliberately at his instruction for local candidates to remove any identifying information to maintain the integrity of the process. Mr. Brull advised that he had the original applications with him at the meeting if the City Council preferred to review the originals. Mayor Klausing questioned how the redacted information could handicap Councilmembers from mal�ing a qualified decision. Councilmember Ihlan opined that, from a point of fairness, full applications as submitted by applicants should be reviewed and when certain job history information is blociced out, she felt handicapped in the process. Mr. Brull noted that, in his 29 years of experience, he had presented applications for review as submitted as well as redacted, and redaction was done simply to protect candidates from disclosure until they reached final candidate status. Mayor Klausing opined that he felt able to fairly evaluate applications from the information before him; but offered to recess for time for Councilmember Ihlan, and any other Councilmembers, to review original applications. CouncilmemberIhlan requested a brief recess. Recess Recess Mayor Klausing recessed the meeting at approximately 4:15 p.m.
