A neighborhood conservation overlay district is a <br />zoning layer that is placed on top of the base zoning districtto protect unique features of a residential <br />neighborhood—inthis case lot size. <br />Creating overlay zoning districts would direct large-lot preservation effortswithin specific areas of the <br />community and allow for lot splits to continue under the existing method for the remainder of the <br />community. <br />4. Establish a Lame-LotZonin_q District <br />The City Council can create new zoning districts. Currentlythere is only one single-familyresidential <br />district with minimum standards that are applied to all single-family residential lots. A new zoning district <br />could be created that provides a differentset of minimum standards for large single-familyresidential <br />lots. Several communities within the Twin Cities metropolitan area, including St. Paul. Bloomington, and <br />Shoreview, have differentiated large-lot single-family residential from single-family residential districts. <br />To create a large-lot zoning district, the City would need to determine the parameters of the district, <br />such as minimum lot area, width, and depth, and the areas to which this designation would apply. The <br />next step would be to make both a text amendmentto the existing code and a map amendmentto the <br />zoning map. Priorto setting course on this route, City staffwould need to consultwith the City's <br />attorney to determinethe required action to accomp[ish this zoning amendment <br />The establishment of a new large-lot zoning districtwould affectthe entire city. Similarto revising the <br />existing code for single-family residential as described above, this new zoning districtwould be applied <br />to the entire community and would not specificallyfocus on the areas that have a concentration of <br />larger single-familyresidential parcels. <br />s Pag� 4 <br />
