City Council Regular Meeting —11/13/06 <br />DRAFT Minutes - Page 18 <br />Mayor Klausing opined that the City's current ordinance required <br />certain lot sizes and setbacks; and the problem was that the <br />ordinance already met the reality of situations; furth�r opining that <br />conflicts were inevitable, and that no ordinance would ensure no <br />occasional conflicts. Mayor Klausing opined that residents <br />needed to know the law and be about to rely on it, and while he <br />lacked interest in being a referee, he didn't have confidence that a <br />revised subdivision ordinance would eliminate the problem. <br />Councilmember Maschka opined that he didn't disagree that "no <br />action" may be the outcome, but he preferred to pause to loolc at <br />what other communities were doing as they attempted to resolve <br />subdivision issues; and whether any of their solutions would assist <br />the City of Roseville, or if there were some areas in the City that <br />should be preserved. <br />Mayor Klausing, while concurring with Councilmember <br />Maschka's observations, questioned what policy objectives were <br />trying to be achieved. <br />Councilmember Maschka reiterated his support of a moratorium <br />to gather input; and research various ways to look at subdivisions; <br />and assured Councilmembers that staff was already preparing <br />their report, and with Council discussion and review of issues, a <br />quick decision should be available, without detrimental effects, <br />within a maximum of 90 days. <br />Councilmember Kough concurred with Councilmember Maschka <br />on the need to study the issue; while recognizing that property <br />owners had a right to do what they wanted with their own <br />property; and questioning if some areas of the City should retain <br />their large lots. <br />Councilmember Ihlan thanked other Councilmembers for <br />supporting the moratorium and their willingness to discuss <br />subdivisions as a policy issue, in an attempt to avoid disputes over <br />individual land use applications. Councilmember Ihlan opined <br />that if there were no issues, the ongoing opposition within the <br />community would not be continuing with land use applications. <br />Councilmember Ihlan noted that some of the City's ordinances <br />were enacted in the � 950's, and may need review and revision. <br />
