REQUEST FOR COUNCIL ACTION <br />DATE: 11/27/06 <br />ITEM NO.: 3,g <br />I�epart�n�nt �i�p�v�l: �t�nager �e�rie��d: Agenda Section: <br />�,� � - � Consent <br />��* <br />Item Description: Award Bid for 2006 �ondlStorm Sewer Maintenance (ST-06-15) <br />Background: The City's storm water permit requires that the City employ best management practices <br />in our storm water system maintenance. One of those practices is to identify and remove sediment <br />accumulation from our inlets and outlets at city-managed storm water ponds and systems. We group <br />these activities into a larger contract for economy of scale. The sediment is accumulated over a period of <br />years from road sand and erosion from private properiy. <br />The 2006 FondlStorm Sewer Maintenanceproject (ST-06-15) consists of sediment removal at the inlets <br />of Langton Lake, Mildred Pond, Wilson Pond, County Road C outlet (north side between Victoria and <br />Terrace Dr), and Ditch No. 2 between County Road C and County Road C-2 (parallel to the railroad <br />tracks west of 35W) . Bids were solicited during October and November. The bids were opened on <br />Wednesday, November 8,2006. <br />Policy objectives: Based on past practice, the City Council has awarded the contract to the lowest <br />responsible bidder. In the case of the 2006 PondlStorm Sewer Maintenance Project, the lowest bidder is <br />Minnesota SpecializedExcavating, Inc., of Watertown, Minnesota. <br />The City of Falcon Heights requested that we include some of their wark in this contract. However, the <br />bid for the Falcon Heights portion of the contract exceeds their budget and they wish to delete their <br />portion of the wark. As a result, the total bid award of this contract will be reduced from $98,689.69 to <br />$78,796.99. We have discussed the change in contract scope with the Contractor and they are in <br />agreement with the reduction. As a result, we have adjusted the bid to be awarded to only include the <br />City of Roseville work. This does not change the low bidder for this project. <br />Financial implications: The low bid as submittedby Minnesota Specialized Excavating, Inc., <br />$98,689.69 is 20% lower than the Engineer's construction estimate of $115,900.00.
