<br />RES 0 L UTI 0 N No. 295 <br /> <br />Resolution requesting Federal assistance according to <br />Section 701 of the Housing Act of 1954 and under the urban <br />planning grant funds authorized for the fiscal year - 1959 <br /> <br />"iHEREAS, the Village of Roseville, Hinnesota, being a Village of 6,437 <br />population in 1950 and approximately 21,000 in 1959, and a City without a <br />"Capital Improvement Program" to aid the City Officials and citizens in <br />guiding future development but having completed a Comprehensive Planning <br />Program and having adopted Subdivision Regulations, and an overall zoning <br />map and effectuating zoning ordinance in April of 19.59 and <br /> <br />~~S, the Village Council of the Village of Roseville is now desirous <br />of preparing a "Capital Improvement Program" it is hereby formally requested <br />that the State Department of Business Development of the State of Hinnesota <br />apply to the Housing and Home Finance Agency of the United States <br />Government for a matching fund grant of Twelve Hundred and Fifty ($1,2.50) <br />Dollars under the provisions of Section 701 of the Housing Act of 19.54, for <br />the purpose of prO"riding a "Capital Improvement Plan" for the Village <br />of Roseville. The Village of Roseville shall deposit Seven Hundred ($700.00) <br />Dollars in the State Treasury and shall contribute service of City employees <br />and other services having a total value of Five Hundred and Fifty ($.5.50.00) <br />Dollars. <br /> <br />The Hayor is hereby authorized and directed to enter into an agreement <br />with the Department of Business Development of the State of Minnesota in <br />furtherance of this request for Federal matching funds for studies necessary <br />to prepare a "Capital Improvements Program" and to deposit up to Seven <br />Hundred ($700.00) Dollars in the State Treasury, when requested, as the <br />money portion of the Village of Rosevil1e's matching fund for a Federal <br />matchin~ grant. The total monies, One Thousand, Nine Hundred and Fifty <br />($1,9.50) Dollars, are to be paid for prOfessional planning assistcmce and to <br />defray other costs of conducting studies pertinent to the preparation of <br />a five year "Capital Improvement Program" including: an estimation of <br />revenue available for public improvements; a schedule of needed improvements <br />based on previous planning studies, the land use Village development <br />plan as effectuated by the recently adopted zoning ordinance and districting <br />map, and current development trends; a priority listing and estimated costs <br />of proposed Village projects. All of which will be prepared in consultation <br />of Village Department heads, other Village officials, Planning Commission <br />and Village Council, md published in report form in fifty copies with <br />adequate text and graphics. <br /> <br />The }1ayor is also directed to authorize the State Department of Business <br />Development to contract with the Federal Government and with other persons <br />as may be necessary to have a "Capital Improvement Program", as herein <br />outlined, fulfilled.
