(attached) Per the statutory requirements, Mn Statute 428A.12, the area must include 25% of the owners within the proposed HIA to sign the petition before it can be consideredby the City. a. With 47 total units, Westwood Village I collected signatures from 83% of the owners, 39 signatures. The petition specificallyrequests that the Ci set a public hearing to consider the adoption of an ordinance establishing a housing improvement area. Ordinances can only be adopted by the Ciiv Council. 1.2 The following is the process in response to the petition, a. October 9,2006 Council Meeting i. Council accepts the petition as adequate in that the required numbers of signatures (at least 25%) needed to consider ordinance. ii. Council set a public hearing to consider establishment of a Housing Improvement Area consisting of parcels encompassing Westrvood Village I for December 18,2006. b. December 18,2006 Council Meeting— i. Hold public hearing — take public comment and consider public purpose and need for funding assistance ii. Consider adoption of an ordinance establishing the HIA — Per Mn Statute 428A.13, subd.2 -"The hearing may be adjourned from time to time. The ordinance establishing the area may be adopted cr� any time �R��r?� si.x months af`ter the date o,fthe conclusion o,fthe hearing by a vote of the majority of the governing body of the city,'' - June 11,2006 Council Meeting Deadline iii.
