Environmental assessment (types 1 and 2) of the <br />sites, voluntary cleanup plans (VICs), and remediation action plans {RAPs) are now being <br />prepared by the Development Team and their consultants. The City is currently working with <br />Rottlund on State and Met Council funds to assist with some of these costs. <br />1�.� DESIGN STANDARDS AND GUIDELINES; <br />��. � The Twin Lal{es Redevelopment is subject to Section 1010 of the City Code relating to Design <br />Standards. Additional Design Guidelines will be used as a guide to supplement the City Code <br />requirements under Section 1010. Those include the original design guidelines prepared in <br />1988 and revised in 1996, as well as the design manual prepared in 2002. <br />1�, � As well, recommendations from the Twin Lakes Stakeholder Panel will be incorporated to <br />include the following: <br />DesiPn Issues: <br />* Maximize the opportunities for pedestrian linkages <br />+ Explore opportunities for innovative surface water treatment incorporatedinto amenity <br />corridors <br />� Capitalize on positive views through detailed site design <br />* Protect Langton Lake Park <br />o Buffer development <br />o Treat surface water before it enters the lake <br />o Improve access to and around lake <br />o Create open space connections ("green fingers") into the surrounding development <br />+ Utilize wall�vays and plantings to break up surface parking lots, especially in retail areas <br />+ Develop a cohesive sign character, to minimize visual impact while still communicating the <br />quality of and tenants in the redevelopment area <br />* Create an architectural palette that reinforces the character and quality of the redevelopment <br />� Develop an overall theme and level of quality for the Twin Lakes area <br />Imnlementation Issues: <br />} Develop and implement Design Framework Manual by making it a condition of approval in the <br />PUD zoning and agreement <br />t Establish an effective and enforceable implementation process <br />■ Coordinate aesthetic continuity between residential, retail, and office components. <br />1[��3 The Twin Lal{es Stakeholder Report referenced the development of a framework manual or <br />design guideline. The drafted design guidelines prepared specifically for Twin Lal{es in 2002 <br />achieves this objective. (Refer to attached draft Twin Lakes Design Guideline Manual). The <br />developer will be required to implement as many of these design guidelines as feasible into the <br />project.
