City Council Regular Meeting —12/20/04 <br />DRAFT Minutes - Page 12 <br />Finally, Councilmember Ihlan moved to amend paragraph 9. l.b <br />of the conditions for concept approval to remove the words <br />"consideration of ' as they relate to a PUD agreement and a <br />transit hub. Discussion ensued about transit hubs, PUD <br />agreements, the City Attorney's viewpoint, and perpetual <br />easements. This motion to amend was seconded by <br />Councilmember Maschka. <br />Vote on the three Ihlan amendments to the conditions for <br />approval within paragraphs 9. l.b and c of the Staff Report: <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br />Vote on Main Motion, now amended, Granting Conceptual <br />Approval for Rosedale's Retail Expansion Proposal as stated in <br />the Staff Report, with amended conditions: <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder, Maschka and Klausing. <br />Nays: None. <br />8. Consider a Mixed-Use (Housing, Retail, Office) Concept <br />Proposal at Twin Lakes, Cleveland and County Road C(PF <br />3595) <br />Mayor Klausing received two special requests to speak. <br />Deb Mosby, 935 Sherren Street <br />Ms. Mosby introduced her daughter Erica Koe. She read a letter <br />opposing the Twin Lakes Proposal. <br />Christine Zieboldt, M. D., Ph. D. <br />Spoke to the public health impacts of the chemical TCE and <br />urged thorough investigation. <br />Councilmember Ihlan questioned the public notice for this <br />meeting, restating her concern that this was not the proper time <br />to address this case. <br />Community Development Director Dennis Welsch described the <br />Mixed-Use Concept <br />Twin Lakes, <br />Cleveland and <br />County Road C <br />(PF 3595) <br />
