The purpose of this memo is to provide the <br />Council with the framework used by the City to select consulting services, and to suggest added <br />refinement of the City's consulting procurement practices. <br />In an effort to ensure that the Council is able to make a full assessment of the City's consultant <br />practices, this memo addresses the following: <br />1) Differentiating between the types of consulting services <br />2) Determining the need for consulting services <br />3) Process for procuring consulting services <br />4) Recommended Practices <br />Supplementing the information presented below are three attachments that outline some of the <br />City's current practices including the types of consulting services that have been used in the past <br />and that are planned for 2005. <br />Types of Consulting Services <br />When considering the use of consulting services, it's important to make a few distinctions as to <br />the types of services being sought. The Council is advised to consider the difference between: <br />a) Professional services vs. consulting services <br />b) Recurring items vs. non-recurring items <br />c) Time-sensitive vs. non-time sensitive <br />d) Defined scope vs. non-defined scope <br />Each of these distinctions is explained in greater detail below. <br />
