City Council Special Meeting — 12/27/04 <br />DRAFT Minutes - Page 13 <br />Councilmember Ihlan concurred with Mayor Klausing's <br />recommendation. <br />Roll Call <br />Ayes: Ihlan, Kough, Schroeder and Klausing. <br />Nays: Maschka. <br />Mayor Klausing recessed the meeting at 9:06 p.m. and <br />reconvened at 9:14 p.m. <br />Mayor Klausing reviewed actions to-date at tonight's meeting; <br />and called for public comment on the budget. <br />A1 Sands, 2612 Aldine <br />Mr. Sands requested information on how much of the proposed <br />levy was Contingency Fund monies and how much of the <br />Contingency Fund was spent in the 2004 Budget year. Mr. <br />Sands also had questions on his interpretation of the debt levy <br />and over-levying new and old debt. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn presented two proposed resolutions as bench <br />handouts entitled, "Ihlan and Kough Compromise Resolution on <br />Free Meals," and "Resolution to control the 2005 and all future <br />budgets at the fund level." <br />Discussion ensued related to the public comment. <br />[2005 Final Tax Levy] <br />Maschka moved, Ihlan seconded, adoption of Resolution No. <br />10268 entitled, "Resolution Submitting the Final Property Tax <br />Levy on Real Estate to the Ramsey County Auditor for the Fiscal <br />Year of 2005," setting the 20051evy at $10,637,965. <br />Discussion included Finance Director Miller again reviewing the <br />impacts to the average residential taxpayer in Roseville and other <br />communities with property value increases; shifts in non- <br />residential tax burdens to residential properties as determined by <br />the State of Minnesota; recent downturns in the economy and <br />appeals of non-residential property owners for lower valuations <br />of the properties; and other factors creating an average 15 — 20% <br />Resolution 10268 <br />2005 Tax Levy <br />
