<br />NOTICE IS HEREBY GIVEN that the City
<br />Roseville, M in nesota I�he "Cit�, wil I conduct
<br />a puWic hearing concerning the approval of
<br />the issuance of the Colorado Health Facilities
<br />Authority's Health Facilities Revenue Bonds
<br />(The Evangelical Lutheran Good Samaritan
<br />Society Project) Series 2004 (the �:,3'h�.
<br />Proceeds of the Bonds in the approximate
<br />amount of $6,8U0,000 will used (i) to finance
<br />the acquisition, construction, improvement
<br />and equipping of 50 independent living units
<br />at Heritage Place of Roseville, located at 563
<br />County Road B West in the City (the
<br />"ProjecY�, (ii) to establisha reserve fund, and
<br />(iii) to pay certain costs of issuing the Bonds.
<br />The Project will be managed by The
<br />Evangelical Lutheran Good Samaritan
<br />Society (the'Borrowe�, and will be owned
<br />by Good Samaritan Heritage Communities.

<br />The Bonds, when issued, will be limited
<br />obligations of the Colorado Health Facilities
<br />Authority (the "Authority") and will not
<br />constitute a general obligation or
<br />indebtedness of the Authority, the State of
<br />Minnesota or any political subdivision thereof.
<br />includingthe City. nor will they be payable in
<br />any amount by taxation, but the Bondswill be
<br />payable solely and only from amounts
<br />received from the Borrower named above
<br />under a Loan Agreement, the obligation of
<br />which will be sufficientto pay the principal of.
<br />interest and redemption premium, iF any, on
<br />the Bonds as and when they shall become
<br />due.
<br />At the time and place fixed for the hearing, all
<br />individuals who appear will be given an
<br />opportunity to express their views for or
<br />against the proposal to issue the Bonds for
<br />the purpose of financing the Project, and all
<br />written comments previously filed with the
<br />City at its offices at 2660 Civic Center Drive,
<br />Roseville. Minnesota 55113, will be
<br />considered. The public hearingwill be held at
<br />6:00 P.M. on Monday, June 14, 2004, in the
