The test <br />period will run through November. <br />RW Beck will work with City staff to conduct compositionanalyses. The analyses will be used to determine <br />the type of material Rosevilleresidentsare setting out to be recycled. This will allow the City to design <br />educationalmaterial to increase recycling in areas that may be underperforming. For instance, a studyby the <br />MinnesotaOfficeof EnvironmentalAssistancein 1999 found that almost 25%of residentialgarbage in the <br />metro area is paper that could be recycled. <br />Following the test period, Rosevillestaff will compile the participationrates and tonnages collected in each <br />pilot area. Rosevillewill work with Waste Management to determine the net amount of material that was <br />successfblly processed. That amount will equal the gross tonnage collected minus "out throws" and residuals. <br />(The small quantitiescollected and the proprietarynature of some data will prevent any quality assessmentson <br />the finishedproduct.) Waste Management will provide labor, equipment and operatingcosts for collectionand <br />processingof each collectionmethod. Roseville staffwill then condense those numbers to reach a final tally of <br />the costs and benefits of each collectionmethod tested. <br />A f�ral report on the testing, results, costs, benefits and survey results will be presentedto the Roseville's Public <br />Works and TransportationCommission for recommendationson changes to Roseville's recyclingprogram. <br />Those recommendationswill be forwarded to the City Council for final approval. <br />This is a program update, no action required. <br />
