week of August measurementswill begin for the "duting" or test period of the Pilot Program. The test
period will run through November.
RW Beck will work with City staff to conduct compositionanalyses. The analyses will be used to determine
the type of material Rosevilleresidentsare setting out to be recycled. This will allow the City to design
educationalmaterial to increase recycling in areas that may be underperforming. For instance, a studyby the
MinnesotaOfficeof EnvironmentalAssistancein 1999 found that almost 25%of residentialgarbage in the
metro area is paper that could be recycled.
Following the test period, Rosevillestaff will compile the participationrates and tonnages collected in each
pilot area. Rosevillewill work with Waste Management to determine the net amount of material that was
successfblly processed. That amount will equal the gross tonnage collected minus "out throws" and residuals.
(The small quantitiescollected and the proprietarynature of some data will prevent any quality assessmentson
the finishedproduct.) Waste Management will provide labor, equipment and operatingcosts for collectionand
processingof each collectionmethod. Roseville staffwill then condense those numbers to reach a final tally of
the costs and benefits of each collectionmethod tested.
A fral report on the testing, results, costs, benefits and survey results will be presentedto the Roseville's Public
Works and TransportationCommission for recommendationson changes to Roseville's recyclingprogram.
Those recommendationswill be forwarded to the City Council for final approval.
This is a program update, no action required.
