REQUEST FOR COUNCIL ACTION <br />Date: O1-31-OS <br />Item No: 9, <br />Staff Approval: �� �� Agenda Section: <br />CB <br />Item Description: Approval to Submit an application under the Consolidated Request <br />for Proposals {RFP) for Possible Single Family Projects in Roseville <br />1.0 Requested Action <br />The HRA seeks Council support to submit an application for a possible single family <br />redevelopment proj ect in Roseville under the Minnesota Housing Finance Agency's (MHFA) <br />Consolidated Request for Proposal process. <br />Y.� Background <br />��. I The MHFA consolidated request for proposals for 2005 on single family projects is due <br />on February 7,2005. This provides "one-stop shopping" for funds and/or assistance <br />available to address the need for single family, owner-occupied affordable housing. The <br />Family Housing Fund, the Greater Metropolitan Housing Fund, the Metropolitan Council, <br />the Minnesota Department of Corrections and the Minnesota Housing Finance Agency <br />j oin together on this application process to apply their funds collectively to proj ects that <br />meets their objectives. <br />?. � The HRA Board is considering expanding upon the Applewood success by finding <br />additional locations to provide small lot single family home ownership homes targeted to <br />first time homebuyer families and public services employees. The property representative <br />of a vacant home and property at 3ll County Road B is interested in partnering with the <br />City on the redevelopment of the 3.5 acre site. <br />�� The HRA is considering either to acquire an equity interest in the site or work with the <br />owner to prepare concepts for small lot single family housing (5,000 square foot lots) on <br />this site with a new access road, open space and additional burming to help shield the <br />homes from the freeway. The HRA could then help fill the gap needed to make the homes <br />first time buyer affordable with second mortgages, similar to the transactions at <br />Applewood. <br />�.� This type of infill development opportunity helps to bring more young families into <br />the community - a key goal of the City, HRA and School Districts. The Applewood <br />project (all first time homebuyers) did accommodate three public service employees (two <br />teachers, one police officer) and two families who were renting in Roseville for a total of <br />7 children. In addition, there were others that meet the first time buyer and public <br />service employee criteria that were not chosen for the Applewood proj ect but that may be <br />RHRA_ supportfor MHFA funding (1-31-05) - Page 1 of 2 <br />
