REQUEST FOR COUNCIL ACTION <br />Date: O1-31-05 <br />Item No• 3.h <br />Staff Approval: �i�}� �Vl��a��r� Agenda S�ctian: <br />Item Description: Approval of contracts with the Roseville Housing & Redevelopment <br />Authority (HRA) for fiscal and staff services. (HF0026) <br />1.0 Background <br />The Housing & RedevelopmentAuthority (HRA) is as a separate 1ega1 entity from the City <br />Council. The HRA and Council require an agreement for the use of City �iscal and staff services. <br />The HRA approved the use of these services as evidenced by the attached contracts. Since this is a <br />contract with the City it requires City Council approval and the Mayor and City Manager <br />signature. <br />The costs of these services wi11 come from the existing HRA budget for 2005. The contract for the <br />use of Roseville's Finance Department to act as the HRA Fiscal Agent is 5% of the total HRA <br />administrativebudget. For 2005 the HR.A administrativebudgetis $58,800. The �iscal fee based <br />upon the contract would be $2, 940 for 2005 which wi11 be a prorated monthly transfer from the <br />HRA Fund to the General Fund. <br />The costs for executive director services (1/2 of the economic developmentspecialist time) and <br />administrative support (1/3 of the community development admin support time) is $45,000 for <br />2005. These funds wi11 be transferred fi-rxar the HRA Fund to the Community Development <br />Department on a prorated monthly basis. In addition, quarterlyreports wi11 be prepared by the <br />executive director regarding time spent on HRA matters. <br />Annually, both the City Council and the HR.A evaluates and approves the contracts. <br />2.0 Suggested Council Action <br />1. By motion, approve the service contractwith the Roseville Housing & RedevelopmentAuthorityfor <br />providing �inancial and accounting services at 5% of the current HRA budget or $2,940 for 2005. <br />2.
