REQUEST FOR CITY COUNCIL ACTION <br />�a�: ol��i�os <br />ITEM NO: 3.� <br />C�L`I'J�li�iJ7��� �'7f'Jpt[ I�'ll: Lv� �'�' i Y{R�Li�.•� �`k F72�IV il ' .�� ti�: <br />TP� �3FV4' `�� �� <br />Item Description: CONCEPT DEVELOPMENT PLAN EXTENSION for Presbyterian Homes <br />pertaining to the redevelopment of Hamline Shopping Center (PF3421), <br />I.� BACKGROUND: <br />�.� On March 10,2003, Presbyterian Homes received approval from the City Council regarding <br />their plans to redevelop the Hamline Shopping Center into a 4-story, 95-unit senior rental <br />apartment complex with up to 13,985 square feet of neighborhood retail or office use, surface <br />and undergroundparking, and other site improvements. The specific approval by the Council <br />included: PRELIMINARY PLAT, REZONING from SC, Shopping Center District to Planned <br />Unit Development with an underlying zoning of B-1, Limited Business and R-7 Apartment <br />District, and GENEARAL CONCEPT PLANNED UNIT DEVELOPMENT. <br />I'� Since the March 10,2003 date, PresbyterianHomes completed its acquisition of the properiy <br />from Kraus Anderson (2004), which process took an additional9 months due to environmental <br />conditions. However, the parcel did receive a"no action" letter form the Minnesota Pollution <br />Control Agency. <br />l_3 Based on the long acquisition timeline, current projects under construction and those in the <br />approval process, Presbyterian Homes has requested an extension of their "concept" approval <br />for an additional 15 months (see attached letter). <br />�.� SUMMARY of RECOMMENDATION: <br />�. I Staff has always treated the Planned Unit Developmentprocess as a two step process that <br />requires a separate application and approval by the City Council and the City Code supports this <br />conclusion. The Community Development Department recommends approving a 15 month <br />extension with an expiration date for the "CONCEPT" approval of May 1,2006. <br />�-� SUGGESTED ACTION: <br />�, l BY MOTION APPROVE a 15 month extension of the PRELIMINARY PLAT, <br />REZONING, and GENERAL CONEPT PLANNED UNIT DEVELOPMENT to May 1, <br />2006 for Presbyterian Homes and theirproposal to redevelop the Hamline Shopping Center into <br />a 4 story, 93 unit senior rental complex, with up to 13,985 square feet of neighborhood retail or <br />office use, surface and undergroundparking, and other site improvements. <br />PF3421_RCA Extension 013105.doc Page 1 of 1 <br />
