City Council Regular Meeting — O1/31/05
DRAFT Minutes - Page 20
related to expected service levels.
Mayor Klausing spoke against the motion, noting that this
discussion didn't come up during the budget process, even
though elimination of other positions (i.e., custodial and
maintenance staff) was not supported by City Council consensus.
Mayor Klausing again voiced his concern regarding no prior
public hearing of such an action; no previous discussion; and no
staff report provided for Council consideration of this proposed
motion.
Councilmember Ihlan spoke against the motion, noting that the
position would be filled on a probationary level; and was a
supervisory position with no alternatives available for filing from
within.
Councilmember Schroeder noted that given the number of
unknowns, it didn't seem prudent to hire a permanent position,
later to have to eliminate the position; that it wasn't fair to the
employee and they're expectations of the job.
Councilmember Kough opined that a temporary appointment to
manage the workload seemed to make sense; and spoke in
support of the motion.
Roll Call
Ayes: Kough and Schroeder.
Nays: Maschka, Ihlan and Klausing.
17. Freeze on All Hiring Until Arbitration Negotiations are
Concluded
Kough moved, Schroeder seconded, directing staff to place a
freeze on all hiring in the City until the arbitration negotiations
are concluded.
Mayor Klausing requested comment from City Manager Beets.
City Manager Beets responded that the City currently was in the
process of interviewing for three vacancies: one Skating Center
Superintendent's position; and two Police Officer positions. City
Manager Beets was unable to determine the timeline for the
arbitration process, but anticipated it would be several months.
Hiring Freeze Until
Arbitration
Negotiations are
Concluded
