Rule 7 <br />Rule 8 <br />Rule 9 <br />Rule 1U <br />Rule 11 <br />Rule 12 <br />Motions <br />Any motion, by any member, shall be reduced to writing upon request of any <br />member. No motion shall be put to vote until it has been stated by the recorder at the <br />request of any member of the Council. <br />Minutes of Motions <br />After a motion shall he stated by the recorder, it shall he in possession o�the Council, <br />but it may he withdrawn at any time by the Council Member presenting the motion <br />before being amended or acted upon. All motions and amendments thereto shall be <br />entered upon the minutes and the vote thereon, whether they be adopted or rej ected. <br />Petitions, Memorials, etc <br />Petitions, memorials, and other papers addressed to the Council shall be presented by <br />the presiding officer or by a member in hi.s/laex place, or may be read by the recorder <br />at the request of a member of the presiding officer. All petitions, memorials, and <br />other communications which may be filed with, or delivered to the Manager prior to <br />the meeting of the Council shall be brought before the Council by the Manager. <br />Vote <br />1. Roll Call shall be called from the presiding officer's right to hislk�er left, <br />except the presiding officer shall vote last. <br />2 <br />3. <br />Voice vote may be taken on any matter. The presiding officer shall confirm <br />all unanimous voice votes. A Roll Call vote shall be fialcen on all non- <br />unanimous votes. Any member may request a roll call vote. <br />Each individual's vote shall be entered in the minutes. <br />4. Any member may abstain from voting or disqualify himselflherself. The <br />reason for disqualification or abstention must be stated by the member and <br />entered in the minutes. If a member disqualifies himself/herself, �el s�e may <br />leave the room while the issue is being considered. <br />Ordinances <br />Any Council member may request the CityManagerto prepare aproposed ordinance. <br />There shall be a delay of at leasttwo weeks between the initial presentation and final <br />vote unless waived by unanimous vote by tl�e council <br />Rules of Order <br />The rules of parliamentary practice embraced in Roberts Rules of Order (Revised) <br />shall govern the Council procedure in cases to which they are applicable and to which <br />they are not inconsistent with the Standing Rules of Procedure of the Council. <br />� <br />
