Rule 1�—Community Comment Community comment sha11 be allowed for Citizens to provide items of information to the Council that are not ox� the agenda. Rute 16 Acting Mayor The Acting Mayor sha11 be appointed by the Council m January of eachyear. Rule 17 Council Liaison Assignments The Council may appoint one or more members to serve as liaison to outside boards, commissions, associations, j oint powers organzaf�on as it deems appropriate. The City Manager will present a list of requested appointments initiated by the organization or as provided by agreement or contract or organizational by-law. Previous appointments shall remain in place until suce�ssor(s} are appointed. Rule 18 Attendance, Vacancy and Policing The Council shall govern its conduct and adopt such policies, ru I es and regulations as necessary for the ethical performance of its duties. No Council memberwho resigns or is replaced shall vote for his/her successor. Filling c any vacancy shall be asprovided by state law. In the event of a member's inability or refusal to serve, a vacancy -may be declared by the council when the officeholderis unable to serve in the office or attend council meetings for a 90-day period because of illness, or because of absence frorz�. or refusal to attend council meetings for a 90-day period. If any of the preceding conditions occur, the council may, after it has by resolution declared a vacancy to exist, fill the vacancy at a regular or special council meeting for the remainder of the unexpired term or until tl�e person is again able to resume duties and attend council meetings, whichever is earlier. When the person is again able to resume duties and attend council meetings, the council sha11 by resolution remove the temporary officeholder and restore the original office holder. Rule 19 Meetings to conclude before 11 PM Alf Council meetings shall concludebefore 11 P1V� unless e�tendedby unanimous vote of Council. Items not completed before 11 PM shall be shall be taken up at a specific special or regular meeting as determined by Council before adjourning. Rule 20 Adoption and Amendment of Rules These rules shall be adopted each January or as soon thereafter as practical. The in-place rules will continue to govem until amended or replaced. Any proposed amendment to the r u I es shall be made in writing and adopted by resolution of the City Council. There shall be a waiting period for public comment and the conduct of additional research of at least two weeks between the initial presentation of any proposed revision to the n�es and the f naI vote unless waived by unanimous vote of the Council. ,�
