C. Land Use Matters <br />When a substantive change is made to a previously approved development <br />site plan, the change shall be submitted to Council. <br />D. Other Matters <br />Council audiotapes shall be retained for one year <br />A permit fee for an event sponsored by the City may be waived by the City <br />Manager. <br />The City, at the discretion of the City Manager, can allow the building to be <br />closed early on the day before Christmas and the day before New Year's. <br />Commercial and multiple-dwelling traffic should not be directed through <br />single-dwelling neighborhoods, unless there is no reasonable alternative. <br />City Hall is a nonpublic forum and prohibits all campaigning for public <br />office within all municipal buildings and equipment except for candidate <br />forums held during designated hours at a designated place by non- <br />partisan political organizations which are scheduled in coordination with the <br />City. <br />9 <br />
