Council. <br />(b) A majority vote of all members of the Council shall be necessary for approval of any ordinance, <br />unless a larger number is required by statute. Except as otherwise provided by statute, a majority <br />vote of a quorum shall prevail in all other cases. Every ordinance shall be signed by the Mayor, or in <br />the Mayor's absence, by the Acting Mayor, attested to by the Clerk, and published once in the legal <br />newspaper. Proof of publication shall be attached to and filed with the ordinance. Every ordinance <br />shall be recorded in the ordinance book within forty-five (45) days after its publication. All <br />ordinances shall be suitably entitled. <br />(c) The Council may determine that publication of the title and a summary of an ordinance would <br />clearly inform the public of the intent and effect of the ordinance and may, by four-fifths vote, direct <br />publication of only the title and summary. Council must approve of the text of the summary prior to <br />publication. The summary must include notice that a printed copy of the ordinance is available for <br />inspection during regular business hours. A copy of the entire ordinance must be posted in the <br />community library. If no community library exists, the entire ordinance is to be posted in any other <br />public location that the Council designates. <br />Sec. 2-30. Minutes of ineetings - Generally. The Clerk shall provide a printed copy of the <br />minutes of each meeting to each Council Member. Amendments or corrections proposed by any <br />member of the Council may be made by the Clerk, but no amendment to which objection is raised <br />by any Council member shall be made without the approval of a majority of the Council. <br />Sec. 2-31. Same - Contents. The Clerk shall record all material matters considered by the Council <br />in the minutes. Ordinances, resolutions, communications and claims considered by the Council need <br />not be recorded in full in the minutes if they appear in other permanent records of the Clerk and can <br />be accurately identified from the description given in the minutes. The Council may, at its discretion, <br />direct that any one of the above be fully set out in the minutes or made a part thereof. <br />Sec. 2-32. Same � posting. Minutes of all regular and special Council meetings shall be posted for <br />a minimum of one (1)week following their approval in the place designated for posting official <br />notices in the City Hall. <br />
