City Council Regular Meeting — 02/14/05 <br />DRAFT Minutes - Page 8 <br />7. <br />LLC at 1705 Highway 36 for the year ending December 31, <br />2005. <br />Roll Call <br />Ayes: Kough, Ihlan, Maschka, Schroeder and Klausing. <br />Nays: None. <br />Further Consideration of a Proposed Ordinance Amending <br />Section 405.02 of the Roseville City Code relating to <br />Amplified Sound from Automobiles <br />Police Chief Carol Sletner summarized the requested action, <br />noting it was a quality of life issue requested by numerous <br />citizens of Roseville related to noise pollution related to "boom <br />box" cars. <br />Councilmember Kough expressed concern that innocent persons <br />would be inadvertently impacted by such legislation. <br />Police Chief Sletner assured Councilmembers that officers would <br />use discretion and that the City was looking at vehicles that were <br />blatantly abusing the quality of life of its residents by enhanced <br />amplified sound systems. <br />Discussion included the amount and type of fine, defined as a <br />$50.00 administrative fine; advantages and disadvantages in <br />using decibel level meters; the objective nature of the proposed <br />ordinance and officer and/or witness interpretations; intent of the <br />ordinance for public streets and alleyways and whether including <br />driveways was applicable; clarification of ordinance language of <br />50' or one block; enforcement provisions and hindrances; and <br />inclusion of and enforcement for portable devices. <br />Councilmember Schroeder expressed his concern that the <br />proposed ordinance did not go far enough in enforcing the boom <br />boxes outside of cars (i.e., City parks and open spaces), citing an <br />example in his neighborhood at Acorn Park. Councilmember <br />Schroeder also opined that the ordinance should expand hours of <br />enforcement. <br />Councilmember Ihlan suggested that language be amended to <br />address the potentiallaw of unintended consequences. <br />Ordinance 1315 <br />Amplified Sound <br />from Automobiles <br />
