You will note in the comment letter that the current design does
not meet the CAWD's development review criteria.
The Capitol Region Watershed District has expended significant technical and financial
resources over the past several years to protect and improve the water quality in Lal{e
McCarrons. Since the district adopted the Lal{e McCarrons Watershed Management Plan in
2002, several projects have been undertaken. In 2003-2004, the Villa Park Wetland system was
reconstructed to provide better water quality treatment f'a large portion of the area that drains
to Lake McCarrons. In 2004 te CRWD initiated ag' for lakeshore owners to receive
cost-share funds to restore their shoreline to benefit ater quality. In the fall of 2004, the
District completed an alum treatment of the lal{e to address in-lal{e nutrients that impact water
quality. In all these recent investments that have been made by the Capitol Region Watershed
District have totaled nearly $700,000.
The current design of the above referenced site does not meet the CRWD's criteria and if
approved could negatively impact water quality in Lal{e McCarrons. We ask that you require
this project to meet the development review criteria of the Capitol Region Watershed District.
We look forward to receiving a revised site plan that will meet our development review criteria
and provide for the long-term protection and enhancement of Lal{e McCarrons.
1C1C4' Yy .
f
. L_
Mark Doneux r
District Coordinator
enc: CRWD technical comment letter Guptil Addition (44-t'-i
cc: Roseville Planning Commission Members (emailed)
CRWD Board of Managers
Dennis Welsch, Community Development Director, City of Roseville
Cathy Bennett, Economic Development Specialist, City of Roseville
"Our mission is ta protect, manage, and improve the water resources of the Capitol Region Watershed District.
