The parcel is bound by Elmer Street to the north and McCarrons Boulevard to the south. <br />Currently, an unoccupied house and a garage exist on the southern portion of Mr. Guptil's <br />property. A landlocked wetland, delineated as 0.93 acres, is located near the middle of the <br />parcel. The existingproperty is approximately35% impervious, which includes the water <br />surface area of the wetland as impervious. <br />Proposed conditions will include the construction of condominiums to the north and south of the <br />wetland. The developed property will be 63% impervious, which includes the water surface area <br />of the wetland as impervious. Stormwater management will only be provided for 0.5 acres of the <br />site and will consist of a detention pond in the southeast comer of the development. It appears <br />that runoff from the detention basin will be routed by pipe to existing storm sewer within <br />McCarrons Boulevard. Runoff from 0.198 acres of the site will discharge directly to Elmer <br />Street, 0.175 acres of the site will discharge directly to McCarrons Boulevard, and the remaining <br />1.757 acres will discharge directly to the onsite wetland. <br />The following items were reviewed: <br />Report entitled "Storm Water Management Plan &� Runoff Computations, McCarrons <br />Guptil Addition," as prepared by Anderson Engineering of Minnesota, L.L.C., dated <br />October 28,2004. <br />2. Engineeringplan sheet entitled "Preliminary Grading, Drainage & Erosion Control Plan," <br />as prepared by Anderson Engineering of Minnesota, L.L.C., latest revision dated <br />December 20,2004, Sheet 3 of 5. <br />The following is an evaluation of the project in terms of the District's areas of concern. The <br />District's development review criteria are included in italics. <br />"Our mission is to protect, manage, and improve the water resources of the Capitol Region Watershed District. " <br />
