Bloom, Page 4, 1131105 <br />Based on the grading, the lowest openings of the buildings will be at least 2 feet above the 100�- <br />yr high water level of the wetland and the proposed detention basin. Therefore, the site meets <br />CRWD flooding criteria. <br />WETLAND MANAGEMENT <br />In addition to the requirements of the Wetland Conservation Act, development and <br />redevelopment activities within the watershed district shall not result in the net-loss of wetland <br />acreages or functions and values. Proposed wetland alterations must be evaluated using the <br />District's Modified MnR�.11� methodology and compared to the District's pre-development <br />evaluation to determine the change in wetlandfunctions and values. <br />Wetland alterations and impacts must meet rules set forth by the City of Roseville and the <br />Wetland Conservation Act (WCA). CRWD would not support an outlet to this wetland that <br />would impact the function of providing infiltration for runoff entering the wetland. An outlet <br />below the 100-yr water elevation for proposed conditions would not be acceptable. An outlet <br />would require an additional WCA permit. <br />EROSION AND SEDIMENT CONTROL <br />Erosion and Sediment Cont�ol plans must be in adherence to the recommendations of the <br />Ramsey County Erosion and Sediment Control Handbook. <br />Erosion control for the site includes the following: <br />1. Rock construction entrances <br />2. Silt fence <br />3. Seed and mulch <br />4. Bio-roll barriers in finished graded areas <br />5. Inlet protection <br />6. Rip rap <br />Greater detail is needed on the plan for the practices listed above. They are as follows: <br />Two rows of silt fence (MN DOT Heavy-duty) should be installed along the north and south <br />wetland boundary. All temporary stock-piles must be sta�ilizedlcavered during construction. <br />Locations of all erosion and sediment control measures should be noted. All grades that drain <br />concentrated flows should be stabilized with mulch blanket whether grade is temporary or <br />permanent. Specific inlet protection should be noted such as a rock filled sack I"Snake bag". <br />The current plan does not meet CRWD erosion control criteria. <br />INTEGRATED RESOURCE MANAGEMENT <br />All BMP designs should consider the use of Integrated Resource Management principles <br />including the use of native planting and providing wildlife habitat features <br />All developments and redevelopments are encouraged to provide open spaces and native <br />plantings in site design. <br />"Our mission is to protect, manage, and improve the water resources of the Capitol Region G�'atershed District.
