Metropolitan Council made a grant amendment requiring that the City of Roseville commit <br />to spend the remaining funds under this program for eligible activities by 2006. <br />3.0 PROPOSED LIVABLE COMMUNITIES GRANT USE <br />3.1 The grant provided funds for the preliminary engineering designs and cost estimates for the <br />sidewalk connection, landscaping and lighting between the new portion of Terrace Drive u� <br />to the Hamline Shopping Center property. The design is proposed to be the same as the new <br />Terrace Drive pathway, landscaping and lighting plan. This project is estimated to cost <br />between $45,000 -$47,000. Staff is proposing that the portion of the sidewalk along Terrace <br />south of the Hamline Shopping Center property and connecting to Hamline Avenue be built <br />per the same design plans when that property is redeveloped in 2006. The cost of this <br />connection would be the responsibility of the developer of that property (currently <br />Presbyterian Homes) at that time. <br />3.2 Also, with grant funds engineering designs and cost estimates were prepared for a new <br />sidewalk and landscaping along the west side of Arona Street (Centennial Church side) from <br />the new development to County Road C2. This portion of the proj ect would not include any <br />new lighting. The project is estimated to cost between $20,000 -$21,000. <br />3.3 Refer to attached map for proposed proj ect location. <br />4.0 FISCAL 1MPACT ON THE CITY <br />4.1 The initial proj ect construction cost would have no fiscal impact to the City since the funds <br />are covered by the Metropolitan Council's Livable Communities Grant awarded in 1996 to <br />the City. The public maintenance of the new sidewalks and electricity of the lights would an <br />annual estimated cost of $900 ($S, 000 per mile ($.94 per foot) of sidewalks - proposal <br />includes .13 miles (700 feet) of new sidewalk and $80 annual per streetlight — proposal <br />includes 3 lights on Terrace Drive). Currently, the City maintains the new pathway along <br />the east west segment of Terrace Drive and around the pond. The Applewood Housing <br />Association takes care of the other sidewalks within the development. <br />4.2 If approved, the proj ect would be publicly bid as part of the Spring 2005 B2 pathway proj ect <br />this spring and completed this summer. <br />5.0 STAFF RECOMMENDATION <br />5.1 Based upon project consistency with the vision and goals outlined in the Arona-Hamline <br />Neighborhood Master Plan and the requirement to use the Metropolitan Council funds this <br />year, staff recommends approval of the Livable Communities Grant request in an amount not <br />to exceed $68,900 to pay for the cost of providing neighborhood sidewalk connections and <br />beatification through boulevard landscaping and lighting along Terrace Drive and Arona <br />Street. The project costs would be reimbursed by the grant funds only after submission of <br />actual expense receipts once the work is complete. <br />RCA Grant Expenditure Request (02/28/OS) - Page 2 of 4 <br />
