REQUEST FOR COUNCIL ACTION <br />DATE: 2/28/OS <br />ITElV� NO,: 11. <br />Department Approval: Manager Reviewed: Agenda Section: <br />� <br />� - ' �� - �-� ' <br />��k <br />- • � �4-�J' �•• <br />� _ { 1 i � " <br />� .' <br />Item Description: County Road B-2 Pathway Easements <br />Background: The City is currently completing plans and specifications for the construction of a <br />pathway along County Road B-2 between Lexington Avenue and the westerly City limits. This <br />project was approved by the City Council following a public hearing in June 2004. Construction <br />of this project is scheduled to begin May 2005. In order to construct the project the City needs to <br />acquire temporary andlor permanent easements from 11 different properties. A table detailing <br />the easements is attached. <br />Federal right-of-way standards require that all land being used for the pathway project should be <br />secured by easement or resolution. Since the project approval last summer, staff and the City <br />Attorney have been working with property owners to acquire the necessary easements. After <br />developing final plans for the project we identified 11 different properties where we needed to <br />obtain temporary or permanent right- of- way. At this time we have successfully negotiated <br />easements on 6 of these 11 properties. These include two easements from public properties, the <br />Rarnsey County Regional Railroad Authority, and the City of Roseville Cedarholm Golf Course. <br />The remaining three easements are from private property owners, Triangle Warehouse, <br />JCPemley's, and Rosedale. Each of these ite�ns requires a separate council action. A brief <br />discussion of the items and their corresponding actions follows. <br />Ramsev County Re�ional Railroad Authority <br />The first 700 feet of the pathway is located on abandoned BNSF railroad right- of- way. This <br />property is now owned by Ramsey County Regional Railroad Authority (RCRRA). We have <br />been working with their transportation planner on an easement agreement for the construction of <br />a pathway on their property. The RCRRA will not require financial compensation for the <br />easement. We have attached this draft agreement for the Council's approval. <br />Citv of Roseville Cedarholm Golf Course <br />The pathway is being constructed along the northern property line of the Cedarholm Golf Course <br />We have worked with the golf course staff on how the pathway will relate to the course and <br />existing conditions along the north property line. As a part of this project we will be replacing <br />the existing chain link fence, replacing retaining walls, installing landscaping, and constructing <br />an overlook with benches. <br />
