City Council Regular Meeting — 02/14/05 <br />DRAFT Minutes - Page 17 <br />Mayor Klausing questioned City Manager Beets as to how staff <br />could quantify the referenced costs related to general fiscal <br />impacts. <br />City Manager Beets stated that a number of the referenced items <br />had been already analyzed as part of the pro forma provided by <br />Mr. Casserly on the City's behalf; noting that further refinement <br />would be part of the normal course of business once an <br />Infrastructure or Planned Unit Development (PUD) Agreement <br />had been drafted; once it was determined that a proj ect would be <br />going forward, after a Redevelopment Agreement had been <br />negotiated. Mr. Beets cautioned Councilmembers that the <br />majority of the numbers were in a constant state of refinement <br />and should only be considered as estimates until more definitive <br />costs were available in the process. <br />City Manager Beets further noted that staff had researched and <br />surveyed other communities to determine if a format or template <br />was available to more readily define fiscal impact analyses for <br />typical projects, but that there didn't appear to be one available, <br />given the variables of time frame and length of time City <br />services were provided, cost recovery items brought into focus, <br />and final determination of which costs were actual City final <br />costs and which were reimbursable by the developer. Mr. Beets <br />again noted the number of variables, necessary assumptions and <br />comparisons necessary for comparison and estimate. <br />Councilmember Ihlan spoke in favor of the motion, opining the <br />need for a cost-benefit analysis to protect the public and taxpayer <br />interests during the process in determining the use of public <br />funds. <br />Finance Director Chris Miller expanded on City Manager Beets' <br />comments, observing that in determining the fiscal impacts, it <br />was necessary to measure the benefits to determine the long-term <br />investment to the community, which would draw into the <br />individual values of each Councilmember. <br />Mayor Klausing spoke in opposition to the motion, opining that <br />the information sought was in motion and would become more <br />available and refined as the process continued, but analysis and <br />
