In the recitals to this Contact is a number of"whereas clauses" <br />providing an indication of the goals and the obj ectives of the parties in entering into this Cont�act_ <br />Over the past number of months, Rottlund and its development partners have been diligently <br />worlc on addressing the milestones detailed within the contract. <br />In September of 2004, Council, by resolution, determined the Rottlund had fulfilled the actions <br />specified in article 7(a). Further, the Contract in article 7(b} states: <br />"By December 31,2004: <br />i Submit to the City a preliminary site plan for the Redevelopment showing the size. nature — <br />and location of the proposed minimum improvements, including parlcing, landscaping - <br />and other exterior improvements. �— <br />+ Complete or finalize necessary feasibility, marlceting and financial analyses, including the <br />timing and phasing of the proposed Redevelopment, preliminary pro fonrtas and lilcely <br />revenue sources for the initial phases. <br />+ Review and comment upon the adequacy of existing ordinances, including zoning <br />ordinances, to facilitate the Redevelopment. <br />• Ascertain what approvals will be required from governmental agencies for the <br />Redevelopment. <br />* Investigate adequacy of utilities and sheets and identify required infrastructure changes; <br />also review existing transportation plan to determine adequacy. <br />■ Review existing environmental reports and determine if additional environmental <br />investigation is necessary." <br />� <br />�.i;{r:f�i i M��i rc�b;.��T <br />!Ov� l.l:`� I'Rc : {}I?�TI. _1R��.• n4I� .•, I . f �1�k i5!
