Project �To.2004-152-M <br />Dear Mr. Nop����; <br />Per the Rottlund Homes' request, RLK-Kuusista, Ltd. has prepared the following summary of the City of <br />Roseville's Shoreland Ordinance and �3-6 Zoning Ordinance in relation to the Twin Lakes <br />Redevelopment site in Roseville, Minnesota. In addition, summaries of sanitary sewer capacity, <br />watermain adequacy and roadway capacity are also included, as well as a government approvals list and <br />site plan modifications requested for tlle site. <br />Shoreland Ordinance <br />Rottlund Hotnes : rr� requested RI,K review and analyze the consistency between the City of Roseville's <br />Shoreland Ordinance and the adopted concept master plan prepared for the Twin Lakes Redevelopment <br />Area. Langton Lake, which is part of the redevelopment area, is classified as a"General Development" <br />(GD) water body. <br />Ci�apter 1016 of the City Code relates to "S11ore6and, Wetland and Stormwater Management". In <br />conversations with City of Roseville staff and consultants, it has been concluded that the S1lorela��� <br />Jurisdictional Zone, or that area of the proposed project that may be subject to the regulatory jurisdiction <br />of Chapter 1016, is that area within 300 feet of the Ordinary High Water Level (OHWL) of Langton <br />Lake. City staff and consultants also argue that the entire Twin Lakes Redevelopment Area and the Twin <br />Lakes Master Plan are not under the jurisdiction of Chapter 1016. City staff and consultants also dismiss <br />the argument that the Shoreland Jurisdictional Zone includes an area 1,000 feet from the OHWL of <br />Langton Lake. These positions are mainly supported by the City Zoning Map, which illustrates tlte <br />"Water Management Overlay District" at approximately 300 feet from the OHWL of Langton Lake (see <br />attached Zoning Map). <br />Offices: Hibbing .
