Opportunity Area 2
Opportunity Area 2 is comprised of three Sites (2-1 through 2-3) located west of ArtYur Street
and Langton Lake and north of Prior Avenue. We are also including two adjacent Sites to the
north, Sites 1-4 and 1-5, in our discussion of this Area. This Area is referred to as the PIK
Terminal Area. The P Terminal Area encompasses about 25.45 acres. Sites 2-1, 2-2, and 2-3
were occupied by buildings that housed a truck terminal and trck/t1'ler maintenance facility
since the mid 1960s. Site 1-4 was occupied by a house from the early 1950s and Site 1-5 has
been used for trailerparking since the 1970s.
The results o f previous environmental site assessment activities that address this Area include the
following:
* Limited Environmental Site Assessment Report, DPRA, Project No. 578i.0003.00q1,
July, 2002.
• Pre-DemolitionAsbestos Survey, AET, Project No. 03-01450, September 23, 2002, (Site
2-2).
* Phase I Environmental Site Assessment, AET, Project No. 03-01391, September 24,2002
(Sites 2-1 through 2-3 and 1-5).
+ Phase 1 ESA, AET, Project No. 03-01578.1984, Apri111,2003 (Site 1-4).
• Report of Phase II Environmental Site Assessment, AET, Project No. 03-0157$.ii, April
14,2003 (Sites 2-1 through2-3 and 1-5).
. Report of Additional Environmental Assessment, AET, Project No. 03-D1578TPii, June
26,2003 (Sites 2-1 through2-3 and 1-5)_
GroundwaterEvaluation Report, DPRA, Project No. .. E, August, 2003.
Report of Phase II Environmental Assessment, AET, Project No. a3-01962ii, August 24,
2004 (Sites 2-1 through 2-3 and 1-5).
o Supplemental Groundwater Evaluation Report, DPRA, Project No. 5781.0003.0001,
August, 2004.
• Phase ElInvestigation, DPRA, project No. 5781.00DI.OQQI, Apri126,2001 (Segment T[},
Environmental Conditions identified at Area 2 include the following:
. Underground Storage Tank TJ7, Above Ground Storage Tank (AST), and Leaking
Underground Storage Tank (LUST) site.
• Use as a truck terminal (vehicle servicing, petroleum products, parts cleaners, floor
drains, oil-water separators, etc.)
o Debris and fill.
* Triahlaxathylne (TCE) impacts to glacial aquifer along west side of Site 1-5.
. Adjacent Minnesota Pollution Control Agency (MPCA) Voluntary Investigation and
Cleanup (VIC) and LUST sites.
Additional environmental assessment to be performed may include the following:
+ Assess UST and LUST basins to identify magnitude and extent of subsurface impacts.
Assess areas of oil-water separators, drains, underground piping, etc. within buildings for
evidence of subsurface impacts.
• Assess fi3lfdebris.
. Assess the shallow subsurface soil and groundwater (depths of 0 to 20 feet) in area where
solvent contamination, specifically TCE, has impacted the glacial aquifer, and if
necessary, assess the glacial aquifer for TCE impacts.
• Assess areas that are adjacent to VIC and LUST sites for evidence of subsurface impacts.
