From these discussions, it is our understanding <br />that the City is using on-line auction services such as e-bay and carsoup.com to sell surplus <br />property. In addition, the City is donating old, surplus computers and printers to the Minnesota <br />Correctional Facility at Stillwater. We understand that the cost of preparing the City's used <br />computers for sale by cleaning the hard drives is greater than the amount that could be <br />expected to be generated by a sale of the cleaned machines. <br />You asked me a few questions. First is the City's use of these on-line auction services <br />procedurally appropriate? Second, can the City continue to donate the surplus computers to <br />the correctional facility? Finally, you asked if there were restrictions on the ability of <br />employees or others associated with the City to purchase such equipment. <br />� +7� L �x� f�. � � <br />
