Item Description: <br />� '� <br />�F <br />March 21, 2005 <br />City Council Rules of Procedure <br />Item: 10. <br />I. BACKGROUND <br />This Council has discussed Rules of Procedure at several Council Meetings, most recently and <br />extensively at its Saturday, February 19,2005 Special Meeting. At the conclusion of that <br />discussion, the Council asked the City Manager to draft Rules incorporating the points <br />Councilmembers agreed upon. <br />XI. ATTACHED DRAFT <br />The attached Draft includes the two rules the Council unanimously adopted at your January <br />10,2005 Council Meeting, as well as the rules there was consensus on at your February 19, <br />2005 Council Meeting. <br />Hence, the draft includes the following provisions: <br />l. Roberts' Rules of Order [already enacted] <br />2. Council Agenda [already enacted] <br />3. Public Comment at Council Meetings. <br />4. Council-Staff Interaction. <br />5. Councilmember to Councilmember Interaction. <br />6. Council Meeting Adjournment. <br />7. Videotaping of Council Meetings. <br />8. Suspension of Council Rules. <br />V. ISSUES <br />Does the Council agree with this draft of what they spoke about on February 19�"? <br />Does the Council want to address issues about enforcement, the effective date, and the form of <br />whatever Council Rules you agree to enact, as well as any additional issues Councilmembers <br />may raise? <br />
