REQUEST FOR COUNCIL ACTION <br />DATE: 03/28/OS <br />ITEM: 3.g <br />Department ApprovaL• Manager Reviewed: Agenda Section: <br />�' lL� Consent <br />Item Description: Authorize Execution of Revised Joint powers Agreement regarding Grass <br />Lake Watershed Management Organization (GLWMO) <br />Background: The Grass Lake Watershed Management Organization (GLWMO) was originally <br />formed in 1983 through a Joint Powers Agreement beiwee� the cities of .�oseville and <br />Shoreview. GLWMO administers watershed management activities that are generally directed at <br />preserving intercommunitywater resources. The Grass Lake Watershed encompassesthe <br />northeast one third of Roseville and the southern one half of Shoreview. The GLWMO five- <br />member Board is comprised of City Council appointed residents of the two cities. The Public <br />Works staffs of the City of Shoreview and City of Roseville provides administrative and <br />technical supportto the Board. <br />The GLWMO Watershed Management Plan, updated in 2001, identified the need to revise the <br />JPA Many of the operating parameters of the WMO have changedlevolved since 1983, and <br />applicable State Statutes and Rules have significantly changed over the years. The JPA has been <br />revised (copy attached), reviewed and approved by the staffs and attorneys for the two cities. At <br />its January 27,2005 meeting, the GLWMO Board recommended that Roseville and Shoreview <br />formally approve and execute the revised agreement. <br />Discussion: The Grass Lake Watershed Management Organization (GLWMO) has recently <br />updated its Joint Powers Agreement (JPA) and has recommended it for approval and execution <br />by the cities of Roseville and Shoreview. City Council authorization is necessary for execution of <br />the agreement. <br />Financial Implications: The GLWMO annual operating budget is shared equally by the City of <br />Roseville and the City of Shoreview. Roseville fiz�tds our annual share through our Stormwater <br />Utility budget. The revised JPA does not impact this practice or the current budget. <br />Recommended Council Action: Motion to authorize execution of the revised GLWMO Joint <br />Powers Agreement. <br />PreparedBy: Duane Schwartz <br />
