SECTION I <br />ESTABL[SHMENTIPURPQ5E OF WATER MANAGEMENT ORGANIZATION <br />The Grass Lake Watershed Management Organization is a public agency of the <br />Cities of Roseville and Shoreview. The purposes of the Grass Lake Watershed <br />Management Organization are as follows: <br />1. to protect, preserve and use natural surface and ground water storage and <br />retention systems; <br />2. minimize public capital expenditures needed to correct flooding and water <br />quality problems; <br />3. identify and planfor means to effectively protect and improve surface and <br />ground water quality; <br />4. to establish a more uniform local policies and official controls for surface <br />and ground water management; <br />5. to prevent erosion of soil and surface water systems; <br />6. to promote ground water recharge; <br />7. to protect and enhance fish and wildlife habitat, and water recreational <br />facilities; and <br />8, to secure the other benefits associated with the proper management of <br />surface and ground water. <br />SECTION II <br />DEFINITIONS <br />For purposes of this Agreement, the terms used herein shall have the meanings <br />as defined in this Section. <br />Subdivision 1. The "Organization" meansthe Grass Lake Watershed <br />Management Organization. <br />Subdivision 2. "Board" or "Board of Commissioners" means the governing body <br />of the Organization. <br />Subdivision 3. "Council" means the governing body of the City of Roseville <br />and/or the governing body of the City of Shoreview. <br />2 <br />
