SECTION IV <br />WATERSHED MANAGEMENTTAX DISTRICT <br />Each City may establish a watershed managementtax district for the portion of <br />its corporate boundaries which lie within the Grass Lake Watershed pursuant to the <br />provisions of M. S. 103B.245. Neitherthe provisions of this Agreement nor the <br />establishment of a watershed management tax district shall prevent the Councils of the <br />City of Roseville or the City of Shoreview from electing to finance the planning for water <br />management; financing of capital improvements; or for providing the normal and routine <br />maintenance of capital improvementswithin the Grass Lake Watershed by other <br />resources. <br />SECTION V <br />POWER AN DUTIES OF THE BOARD OF COMMISSIONERS <br />Subdivision 1. Oraanization. The Organization, acting by its duly appointed <br />Board of Commissioners, shall have the powers and duties set forth in this section. <br />Subdivision 2. Watershed Manaaement Plan. The Board shall prepare a <br />watershed management plan for the Grass Lake Watershed. The plan shall: <br />a. describe the existing physical environment and land usages within the <br />Grass Lake Watershed and shall further describe the environment and <br />land usages proposed for the Grass Lake Watershed by the existing <br />Comprehensive Plans for the Cities of Roseville and Shoreview and by the <br />Comprehensive Plan adopted by the Metropolitan Council; <br />b. present information on the hydrologicsystem in the Grass Lake <br />Watershed, the system's components and existing and potential problems <br />relating thereto; <br />c. state objectives and policy (including those relating to management <br />principles, alternatives and modifications) concerning water quality and to <br />protect the natural characteristicsof the Grass Lake Watershed; <br />d. set forth a management plan that includes a statement of the hydrologic <br />and water quality conditionsto be sought and that shall further itemize <br />significant opportunities for improvement such conditions; <br />5 <br />
