City Council Regular Meeting — 03/14/05 Draft Minutes - Page 12 Ann Kassmer, 225 South Owasso Boulevard Ms. Kassmer opined that her main concern was speed; and she concurred with the above-referenced letter; speaking in support of the proposed curved alignment; encouraging the Council to keep the area beautiful and increase pedestrian safety. Bob Minor, 2976 Galtier Mr. Minor requested that the City Council consider the comments addressed tonight, and consider the safety issue now, rather than after the fact. Council discussion included the Park Master Plan; the planning process itself; road reconstruction timeframes; budget considerations; more involvement of the community for implementation of the Master Plan; lack of funding for any immediate park construction; various safety concerns; and funding sources for roadway reconstruction with alignment. Mayor Klausing opined that he supported the general concept, but that the realignment was an expensive way of addressing the issue; and questioned whether there were more cost-effective ways of achieving the same end result. Councilmember Schroeder spoke in support of the overall impacts on the roadway safety; stormwater treatment and minimal impacts to the wetland by using the north side where the original roadway was located. Councilmember Schroeder spoke in support of using the City's contingency funds for this project, in addition to the James Addition project, given the immediacy of those needs, but spoke in opposition to using the City's Road Infrastructure Fund. Schroeder moved, Ihlan seconded, adoption of the Ladyslipper Park Master Plan as presented in the staff report dated March 14, 2005. Councilmember Schroeder spoke in support of the motion, noting it presented a unique opportunity for constructing the project, without curb and gutter, thus capitalizing on green initiatives available, while reducing and treating the overall
