Public Works-City Hall Building Project: A Recap Public Works Director Duane Schwartz, in his capacity as Project Manager for the project, provided a final recap of the budget for the project and the overall observations of the construction experience. Mr. Schwartz reviewed various components and goals of the proj ect: Project Delivery ■ Construction management versus hard bid awarded to one general contractor; ■ Minimize number of poorly performing subcontractors versus change of getting poorly performing general contractor; ■ Ability to choose construction manager based on qualifications.
