City Council Study Session — 03/21/05 <br />DRAFT Minutes - Page 13 <br />■ Police expansion, site work and maintenance facility <br />improvements; <br />■ City Hall remodeling; <br />■ Technology; <br />■ City Council Chambers. <br />Mr. Schwartz concluded that the project expenses to-date were <br />approximately $198,000 under budget, excluding outstanding <br />additional architectural fees. <br />Mr. Schwartz noted that there was substantial value-added by <br />staff performance of several items including, engineering <br />services for site work; technical and audio visual design and <br />installation; assistance with site work; equipment purchase and <br />installation; painting in maintenance garages; and moving, all of <br />which he estimated at a value of in excess of $205,000. <br />Mayor Klausing extended his, the City Council's and citizen <br />kudos to Mr. Schwartz for his oversight of the project; and <br />expressed his pleasure with the project as a great addition for the <br />citizens of Roseville and City staff. <br />7. Briefng about Municipally-Owned Broadband Networks, <br />such as Wi-Fi Technology and a Municipal I-Net <br />Finance Director Chris Miller initiated an exploratory discussion <br />for establishment of a municipal-owned network to provide <br />broadband internet service and enhance existing public service <br />networks. Mr. Miller presented a series of articles in the Council <br />packet, along with several examples, with the most local <br />example being the City of Chaska, MN. <br />Discussion included common factors present and their <br />application to Roseville; evaluation of the current broadband <br />service and whether it met demand and efficiencies; potential <br />competition long-term with private sector servers; potential <br />advantages and disadvantages; enhancements to city services <br />with a publicly-owned network; cost/benefit analyses; and <br />risk/reward relationships. <br />Mr. Miller's initial question to the City Council was whether <br />they wished City staff to perform additional research and <br />Briefng <br />Municipally- <br />Owned Broadband <br />Networks, such as <br />Wi-Fi Technology <br />and a Municipal I- <br />Net <br />
